That pdf lists only marginal tax rates. Are you aware there's a difference between marginal and effective tax rates? It's why 77.5 million income-earning households pay no federal income tax whatsoever. Their effective tax rate is lower (or even negative in many cases) than their marginal (which is the lowest tax bracket) tax rate.
There actually is no negative marginal tax rate, so explain why so many have a negative effective federal income tax rate :
And the fact that the bottom 40% of income-earning households have a NEGATIVE effective federal income tax rate is still true as of the most recently available data (2014). Liberal think tanks studied the IRS's federal income tax data thinking they'd be able to call out "the rich" for not paying a federal income tax rate at least equal to what the middle class pays. Turns out the truth is exactly the opposite. Note the HUGE drop (10 percentage points) in the effective federal income tax rate between the top 1% and the top >1-5%, and the fact that the bottom 40% actually has a NEGATIVE effective federal income tax rate:
