Yep... throw in the idea of baseline budgeting - where the definition of a cut in the budget means a reduction of the real increase of that budget.

When I worked for a fortune 500 company same thing. Department did not want to work with less dollars the next year. Large companies can be quite inefficient.
Yeah - that is one of my concerns. He certainly did not run on it specifically.
But you know - you have to give the economy a boost first. I know that government is too large, but reducing government can't be the first step because it would put even more people on the street before the economy is ready to absorb them.
I am a federal civilian employee of 32 years who is sick and tired of being lumped into the "wasteful, lazy, good-for-nothing, burden on the American taxpayer government employee" bin. I have always taken my responsibilities extremely seriously and would NEVER knowingly waste taxpayer money, cheat, lie, take my employment for granted, or take an action that benefits myself at the expense of the nation. I have never taken a social handout or used anything I did not earn. If I take "sick leave" its because I am SICK, not productive. If I take personal leave (not even sure what that means other than earned vacation hours) it is because there is some life event that keeps me from doing my work...like dealing with the paperwork while being the executor of my dad's estate, repairing the roof of my house, etc. Yes I realize not all private sector workers have these benefits...but I do and I appreciate them. Thinking back over the years, I can't bring to mind more than one or two co-workers out of hundreds who didn't believe in the missions they were assigned, who chose their profession because they cared and loved the work, who didn't watch and document every dime, every purchase, every bit of travel and every minute of the workday. but then I've always worked for resource management-type agencies that have small budgets and no slack anywhere. Do I resent inefficiency and waste of time and funding? OF COURSE I do!
There are hundreds if not thousands of government workers like me out there who care about this country and put their money where their mouth is every single day. And I happen to know that my particular profession does not earn more in the public funded sector than the private one, it earns less. Its a livable wage thank goodness, but if money was my motivator I wouldn't be here in the first place. I am sick and tired of the ignorant accusations and generalizations we get subjected to...that we always vote to line our pockets at the nation's expense and that we are quaking in our boots because the election results mean an end to the gravy train, the graft and corruption.
And, just in case you care to hear it, my concerns about the upcoming administration have more to do with Congressional gridlock resulting from bizarre posturing, hyperbole, time-wasting rants, personal vendettas, lawsuits, insult exchanges, and egotistical tantrums taking the place of WORK by productive adults.
Allison, thanks for saying this. I worked private sector for 20 years and now government for the last 8. It was a paycut for me (not a lot but a cut nevertheless). I moved because I wanted to make a difference. It has been the most rewarding and most difficult 8 years of my career but I don't regret it one bit.
It really, really disheartens me to hear someone who has never experienced dealing with a massive program with too few resources but still be successful, judge you as lazy and wasteful. My experience has been very different and most of the waste I witnessed was in my private sector jobs.
Anyway, thank you for saying it. Also, these stupid polls where they ask people if they would leave are just ridiculous. Although, I know some people who will leave (not because of Trump) but if Congress fools around/tweaks the retirement annuity just enough, it won't be worth anything to stay when you can cross over to the contractor and quit dealing with the BS.

A survey of federal employees by the Government Business Council and GovExec.com found that 14% said they would "definitely" consider quitting their jobs if Trump wins the election on Nov. 8, another 13% said they might consider it. Just 65% said they'd stay on at their jobs no matter who wins.

The simple truth is that federal workers are paid far more than their private sector counterparts when you combine wages and benefits. A 2012 Congressional Budget Office report found that federal workers with a high school diploma or less made 36% more than similarly educated workers in the private sector. For people with a bachelor's degree, the gap was 15%.

What's more, federal workers put in less time than private sector workers. As we noted in this space previously, government data show that employees in local, state and federal governments are 38% more likely to take time off work for illness or personal reasons, and miss 50% more hours than private sector workers.
Hopefully some of the waste among the remaining workers can be diminished as well.

Having worked in the private sector for 25 years BEFORE working for Uncle Sam, I call your claim B.S..
