This seems to be true today. It seems that even popular two-term Presidents who are ending their Presidencies during a time or prosperity and optimism, such as Eisenhower and Clinton, have trouble sealing the deal for their successor. The only time it's happened since FDR/Truman was Reagan/Bush. It does seem that prior to FDR, it was more common.
