Chicago has long had such issues. They have nothing to do with Obama.
The thing about Chicago most people seem to overlook or deny, is that it has a long history of violence associated with gang violence, and a corrupt police and political force that enabled these gangsters to thrive. It's not like gang violence is a recent phenomena in the city.
We're talking even before the Irish American and Italian American gang wars, which would cement Chicago as Al Capone's city.
If something like the St. Valentine's Day massacre happened today, it would make national headline news.
The gangs and gangsters that are killing each other today, black gangs like the Gangster Disciples and Spanish gangs like Maniac Latin Disciples, go back many many generations. They are entrenched in the fabric of the city. So much so that when they demolished housing projects like Robert Taylor Homes, it did nothing to hurt the gangs that controlled that housing. It only spread them into the suburbs and beyond, making them even more powerful and dangerous.

Despite Chicago being far from the worst, it is interesting how Utah with 3 million people has far less homicides per year then the Englewood neighborhood on the south of Chicago with only 30,000 people.
One small neighborhood in Chicago which is run by Democrats has the homicides then the entire ultra-Republican state of Utah.
Birmingham, St. Louis, Baltimore have nearly twice the homicide rate of Chicago. All of course run by the Democratic party for decades and decades
It isn't the Obama/Emmanuel legacy, as much as it is the Democratic parties legacy. Most of the non-elite Democratically run cities are falling apart, have huge class disparities and a massive amount of social problems.
It is odd how the safest areas with the most upward social mobility and lowest income disparities are states like Utah, Nebraska and North Dakota. Then again Utah, Nebraska and North Dakota are Republican so one would expect the very low violent crime rates, excellent economy with lots of upward social mobility and good government.
With Democratic cities it is either a massive amount of social mayhem, violent crime, undesirable elements or they are like San Francisco or Seattle where they priced so that only the elite can move there.
There are two types of Democratic cities: Ultra-safe cities like Portland and Seattle that are only for the elite class and cities with ultra-high poverty rates and war-zone level violent crime and mass abandonment like St. Louis, Detroit and Baltimore.
It is very interesting how the cities with the lowest income disparities and lowest violent crime rates tend to be very Republican.

The Obama administration has long meddled with local police forces, forcing them to institute policies that keep them from doing their jobs. The Seattle police brought a suit against them after a spike in crime in that city:

It will be entertaining to watch Trump & kids addressing those issues. Many the direct result of 3 decades of GOP "tax cuts/trickle-down/deregulation" policies.
