I hope it doesn't happen, but #1 it never fully went away and #2 as Democrats have controlled congress more in history they have done more pork barreling than Republicans as it was a tactic to help reelection and continue control of congress.
The budget is already set to explode under current laws and rising interest rates.
It is not the brightest idea on the R-House part. Hopefully it is voted down.
Politically, it some one nuances the reality of it (such a small part of the budget), they open themselves up to the usual partisan tripe. If they point back to the other sides spending habits, they are accused of deflect/dodge/evade. It's a no win, politically, if it passes the house.

Pork barrel, ear marked projects are time-tested strategies to get your voters to see you in a positive light. They are a nice addition to a stew of voter suppression, purging voting roles, gerrymandering...
Earmarks do not raise the budget. Almost everything should be earmarked. It's the money from the people of that state, why wouldn't they want to get it back? If that money is spent haphazardly at least those in that state have a chance to vote them out.
