There's no such thing as lying while campaigning. It's just campaigning for votes, and any semi-intelligent human should know someone not president doesn't have all the answers before he/she becomes president. Campaigning is about saying what a majority of the people want to hear to get voted in. Then it's reality and the incoming president knows that not everything he said will become truth.
