I would think history will find Obama an adequate though not outstanding President. He will rank in the middle. The Congress will take the hit for most of the weakness of that administration. It is reasonably clear that deliberate non-cooperation was a policy of the Republicans. The Supreme Court nomination is a fine example. Another the Senate Immigration Reform bill.
So history will see Obama as a victim rather than the cause of the non functioning legislature.

And the core of that obstructionism was clear. A narrow majority of the Republicans blocked any compromise. The Senate Immigration Reform is a fine example. The Republicans would not let it come to a vote. While a majority of the Republicans opposed it the fact was it would have easily passed with full Democratic support and enough Republicans to constitute a House majority. So the Republican leadership refused to allow it to come to the floor. That is real obstructionism.
No. It's completely unprescedented. The GOP abandoned the business of government, in order to obstruct the Obama administration.
Total nonsense. The GOP controlled House sent over 300 bills to the Senate. Harry Reid blocked all of them from even coming up for debate in the Senate. They sat on his desk. Reid effectively disabled the Senate from performing its Constitutional duty.
so this might be the only accomplishment of Barak Obama that I think is a good thing. Fewest bills signed into law.
it is my earnest hope that MR. Trump beats that, and drives the number below 100 bills signed per year.
