That's rather silly since it has no teeth. State laws aren't worth the paper they are written on when they contradict federal law.

actually since it only affects state agencies, it doesnt contradict federal law.

Where does it say state agencies are allowed to put into place their own laws regarding immigration. It doesn't. Immigration is a Federal matter. Any laws passed by states have to comply with Federal laws regarding immigration.
