All that matters in reality is very low unemployment rates, high GDP per-capita, lots of big box retail and very good health care to most-middle Americans.
300,000 new jobs for Hoosiers since the recession.

This is the exact reason why people love Republicans. Hoosier's sure have high standards when it comes to statewide elected officials.
Indiana GDP per capita is around 31st if the 50 states. Not terrible. Nothing to brag about. Job growth in the first six months of 2016 was .3% good for 36th. Again not terrible but not good either.
So let us hope Pence is not running on economic performance.

the CMS scores are based on information available

4. A hospital's rating is only calculated using as many measures for which data is available. That means hospitals' star ratings could be based on as few as nine measures or as many as 64; the average is roughly 40.
6. If a hospital doesn't have data for three measures within at least three of the seven measure groups, including one outcome group (meaning mortality, safety or readmission), the hospital doesn't get a score. Currently, 937 hospitals do not have an overall star rating.

Indiana has the added bonus of bordering the basketcase state of Illinois, and more specifically, Indiana borders the basketcase city of Chicago, so it's a convenient refuge for productive people who want off the sinking ship right next door.
It's also a welcome refuge away from people like this:

Indiana has vastly worse GDP per capita than Illinois. Also only about 60% the job growth. It is way behind Illinois and slipping further with time.
If Illinois is a basket case Indiana has only half a basket.
