One thing we know for certain is that the scenario you describe will not happen.

Another thing we know for certain is that even if the State of California interdicts your federal tax payment for whatever reason (and they won't), they are not responsible for bringing your account with the feds current.

You are. That will be the IRS position, and their position will prevail. Period.

Exactly why you would permit your state to create a federal tax problem for you (or for anyone else similarly situated) is something you have yet to plausibly explain.

It's almost as if you just haven't put much, if any, thought into this misadventure.

WoW!!!!! You don't have a ****ing clue what you're talking about. This all powerful California Franchise Tax Board you prattle on about has exactly zero to do with collecting federal income tax. Nothing. As has been pointed out, federal withholding tax payments go directly to the US Treasury.

They are not as smart as they think they are. I don't think that person has lived in this country long enough to even understand the laws here.

Taxes may be put into trust. Yes they sure as hell can.

And the state is exploring how to order those funds remitted into a state administered trust until further notice.

$10 billion a week...haha
