There are honest towns in America and then there are dishonest towns. I would be shocked if it were proven that no voter fraud happens. I would then doubt the report as being valid. I'd say it's because we really don't know for certain. All it's really been so far is conjecture and partisan WAG's (wild as$ guesses) at this point...
