She keeps reiterating (unfortunately the English subtitles aren't very good) that it's the duty and job-description of diplomats to develop contacts in the host nation. This isn't espionage, and is nothing nefarious; on the contrary, were diplomats NOT to be doing this, that would be the irregularity and the newsworthy item.
On that account, she's absolutely right. But she conveniently elides the point that whereas the Russian diplomats have nothing for which to apologize regarding their meetings with Americans, the situation isn't exactly symmetric, regarding said Americans. If I were to personally meet with Mr. Kislyak, and to talk about for example sanctions against Russia, I'd be in a heap of trouble - but he would just be doing his job.
Ms. Zakharova also throws in the comment that allegations of the doping of Russian athletes were "convincingly disproved", and are "fake news". Really?
