It's a gag rule against organizations that even speak about abortion. The amount of foreign aid in the program itself is not being reduced. And US tax dollars aren't funding abortions overseas, so your title is misleading. Did you read your own link?
Israel has state funded abortions, you, I and the rest of america give them billions of dollars annually to help facilitate them.
Israel has a citizen funded Health care system where abortion is covered under certain circumstances. The US pays "ZERO" towards the Israeli Health care system. The US does give the Palestinians 100's of Millions of dollars to do with as they wish. So maybe you should address that instead.
