The term terrorism is a modern term
But crime is an old term
For this reason, the two terms are always confused
I believe that most laws did not address the term terrorism in their laws

But no definition of the term has been agreed upon
So that we can distinguish between the two terms

The term crime refers to an act that violates the law

I think this is the line between terrorism and crime

Terrorism is two types
The first is terrorism that uses weapons
The second type is intellectual terrorism
Intellectual terrorism is the prevention of freedom of expression
The best examples of intellectual terrorism
Is a graphic published by a French newspaper
And the voices that rose against those cartoons

Intellectual terrorism stifles freedom of speech and speech under the pretext of protecting religious symbols
This terrorism is the same as that of military terrorism

That is why he has called for a definition of terrorism as terrorism stemming from an ideology that calls for terrorism
And to classify terrorist ideologies according to their intellectual texts

Thus, states can protect their systems from terrorist infiltration

I don't think the OP is asking an actual question, but to be concise:

Terrorism is a crime.

Crime is not necessarily terrorism.

Crime is usually about financial gain or passion.

Terrorism's goal is "to achieve a political, religious or ideological aim".

In today's modern world, I doubt it is as effective as it's perpetrators believe it will be. For example, 50 years of terrorism has not gotten Palestinians anything other than a whole lot of negative attention. Though it has kept their issue in the forefront, it may well have destroyed their culture and reputation in the process.

It is a difficult concept. The News media almost always get it wrong in my opinion. It is based on the target and the intent. My definitions will suck because it's late and I am going off memory from 10+ years ago.

I assume you are looking at Crime being some sort of assault, murder, or destruction of property vs. Terrorism.

Terrorism is an act of random or seemingly random violence. It is defined as targeting non-military targets to include women and children. It intends to cause maximum damage and maximum casualties. It has a purpose to change a government, ethnicity, religious, etc. population's policies or actions or social objectives. It is usually caused by a population that is at odds or at war with another. It seeks as much attention to the world as possible.

A Crime usually has a much more specific target or person. Often, the Criminal is acting alone or with a small group of people. The assault or attack is attempted not to be discovered or to be discovered later. Often It can occur out of anger, heat of the moment ,Disagreements of a non-political nature.

4examples:

The World Trade Centers were bombed by radical Islamic Personnel using aircraft to protest the U.S. Involvement in the Middle East. - Terrorism

In 2010 Joe Stack flew his airplane into the IRS building because he felt the IRS broke him and because they took away his savings. He was angry with the IRS not trying to cause terror, Just wanted to show how mad he was.-Crime

Two better examples.

The Boston marathon was bombed near the finish line killing 3, injuring hundreds, 16 people lost limbs. Islamic Radicals did it to get the U.S. out of Iraq and Afghanistan. - Terrorism

In 2009, Nidal Hasan, a U.S. Army major and psychiatrist, fatally shot 13 people and injured more than 30 others. - Crime - Now you would think this is a terrorist act as most of the media reported. In fact even the military reported this as a terrorist attack. But he was a converted Islamic Radical and (it is postulated) that he was upset about his upcoming deployment to Afghanistan. The fact is, had he not been Muslim, the media would not have labeled it a terror attack but properly a crime. The reason is that between two enemy nations, a military base is a legitimate target under all Geneva convention treaties. In fact that is where he should have attacked if he decided to give up his U.S. citizenship and became a fighter for Islam from Afghanistan. This was a crime.

Unfortunately today, the media tends to look at the religion of the person when determining if it is a Crime or Terrorism. It is one thing to look at, but it does not 100% determine who committed a crime or a terrorist act.
