Financial incentives tied to registration quotas......that's obviously the brainchild of a degenerate Democratic operation who - nod nod, wink wink - couldn't care less if there's a bit of cheating going on. Who in their right mind would think that this would result in an above-board outcome? Democrats. Seriously stupid, but not surprising.
In the last Presidential election, 37% of Detroit's precincts counted more ballots that it had registered voters. This is just 1 example of voter fraud. Note that it was in a heavily Dem area. Must have been an honest mistake.

I guess you honestly misread the article you linked to.
The voting machines tallied more votes than the pollworkers did in the poll books. There were not more votes than registered voters.
What are you saying, that the machine added the votes ? They ONLY way the machines showed more votes was if a human put more ballots through it than were really cast. If you read the article, you would have seen that these votes were not counted by order of the MI Supreme court. If this isn't voter fraud what would you call it ? If they hadn't been caught, they would have counted those votes.

If you wonder how this may occur I would presume the laws there are the same as they are in PA, it's quite simple. In these districts dominated by one party the other party may not have anyone to represent them at the polls because they need to be a voter in that district. If no one is avaiable they appoint someone who is going to be registered to the other party.
There was a proposal to change this here in PA allowing someone from outside the district, the normal accusations of voter intimidation ensued...
INDIANAPOLIS (AP) — Twelve employees of a Democrat-linked group focused on mobilizing black voters in Indiana are accused of submitting fake or fraudulent voter registration applications ahead of last year’s general election in order to meet quotas, according to charging documents filed Friday.
Prosecutors allege that 11 temporary workers employed by the Indiana Voter Registration Project created and submitted an unknown number of falsified applications. According to a probable cause affidavit, a supervisor for those canvassers, Holiday Burke, was also charged, as was the group.
