i think the reason for the first part is so that "no" can be the answer to the second part.

He volunteered to testify and requested an open hearing. He didn't have to do either.

There is a lot he can say in a public setting. Like call Comey a liar if he wants to. But he won't use that language. He is a professional unlike Comey.

Sessions is a man who failed to protect Preet Bharara and James Comey from Trump.

Do we really want to listen to Sessions lie and say it never happened?

So, will he or won't he? NewsHour said he will an hour ago. I didn't switch over to fox afterwards to see their take on it. Wish it was public, tho.
