Apparently the ship used for the research was needed to break up excessive sea ice.

why shoud trump have signed an agreement that was negotiated and sign BEFORE he was president? in fact legally he COULD NOT sign for the US only the president can, and since he wasnt president at the time, obama, who was president at the time, signed it.
