LOL. They are doing this because Russia decided to get involved in our elections. They will probably do much more as well.

This mostly worthless Congress actually did something for the benefit of the American people. Amazing.

OP, you should be celebrating that our representatives don't want to reward a foreign government for mucking around in our elections and yet you are unhappy about it. I can only take it to mean you approve of the Russians attempting to influence our elections. Can that be true?

I think it's more that they don't believe the mountain of evidence that Russia did anything at all, and therefore see this as unfairly attacking Russia and going against Trump's stated desires for a better relationship with them. Now, that said, I don't think that, even if they believed in the Russia meddling, that they would have a problem with it because it still played a role in getting Trump elected. A means to an end for them.

Congress does nothing for us, let alone let us decide our foreign policy. We make fun of China for not having a democracy but our congress decides that we must escalate tensions with three chosen countries (any many more indirectly) because they're war hawks.
If their reasoning stuck they should also sanction Saudi Arabia and Angola.

Okay, but does any of that excuse Russia for screwing around in our election? Do you think they should get a pass for that?
