That is a complete misrepresentation. They could not serve as an openly Gay or Lesbian under Clinton's DADT.
10s of 1000s were tossed out over the Clinton policy. Most often without an Honorable Discharge would would further haunt them with future employment, schools, loans, etc. DADT was a horrible practice.

It would be a huge mess, you have many openly gay men and women today, in the army, and some hold high positions, the military would not accept the dismissal of thousands of comrades, and many would sue the state
The trans thing is about money and accommodation. It's like having no teeth and joining the army to get the military to pay for your dental work only the sex change process is way more expensive, time consuming and you can't be stationed in the middle of nowhere in the middle east while you are undergoing it.
As far as I can tell, just being gay in the military doesn't cost anyone anything extra.
