In my quest for the background on this, I came across last month's (July 20, 2017) report from Reuter's as featured by CNBC:

CARACAS/HOUSTON July 20 (Reuters) - Russia's top oil producer Rosneft is negotiating to swap its collateral in Venezuelan-owned, U.S.-based refiner Citgo for oilfield stakes and a fuel supply deal - a move to avoid complications from U.S. sanctions, two sources with knowledge of the negotiations told Reuters.

State-owned Rosneft holds a 49.9 percent stake in Citgo as collateral for a loan last year of about $1.5 billion to the OPEC nation, which is reeling from low oil prices and a severe recession.

The arrangement with Venezuela's state-owned oil firm, PDVSA, has drawn fire from U.S. senators who do not want Russia in a position to own a substantial stake of U.S.-based energy assets in potential violation of existing economic sanctions.

The negotiations took on more urgency this week, one of the sources told Reuters, when U.S. President Donald Trump threatened to impose "strong economic actions" on Venezuela unless embattled leftist President Nicolas Maduro aborts plans to establish a new legislature with powers to rewrite the nation's constitution.

Such sanctions, which could include a ban on U.S. oil imports from Venezuela, could undermine Citgo's business model and threaten Venezuelan or Russian ownership of the U.S-based firm in the long term...

I don't know what sort of hold the Russkies have over cheeto, but it must be something pretty dire. Trump is apparently willing to go to war to preserve the Russian stake in Citgo. Trump is hardly going to go to war with Venezuela to protect Venezuelan interests. Even he wouldn't be THAT stupid.

Yeah, I thought that was a particularly good day to announce those sanctions myself. Yeah, I thought that was a particularly good day to announce those sanctions myself. Who buys citgo fuel?

Mobil 93 E85 and diesel, and VP race gas for me.

I will make an exception for Speedway and RaceTrack. And when I was in Maryland Sheetz. Sheetz has the best coffee ever.

Speedway has a good rewards program. Good for the non ethanol fuel for the mowers and weed eaters.
Every once in a while, go to Racetrack. They've got it all. Slush machines, ice cream, and a topping bar! Aww man I love Racetrack for the occasional junk food run.

Do the American thing.
Don't buy Citgo's brand gas. Problem solved.

I don't buy it - it's not even available in my part of the US. However the Trump administration apparently feels we should ALL be buying it.

Trump Saves Citgo, Repped by His Ex-Aides, From New Sanctions
Citgo buffed up its ties to Trump before and after his election. Now, it gets exempted from a new round of Venezuela sanctions.

The White House on Friday announced a new round of sanctions against Venezuela that explicitly exempt the U.S. arm of the country’s state-owned oil company. That company, Citgo, donated six-figure sums to Trump’s inauguration and recently hired former Trump officials to lobby for that exemption.

The purpose of the new sanctions announced by the administration is to target arms of the Venezuelan government that have supported or facilitated President Nicolas Maduro’s ongoing crackdown on domestic political opposition. The carve out for Citgo was included in the White House statement released on Friday.

“To mitigate harm to the American and Venezuelan people, the Treasury Department is issuing general licenses that allow for transactions that would otherwise be prohibited by the Executive Order,” the White House wrote in a statement on the sanctions. “These include provisions allowing for…transactions only involving Citgo,” and no other sanctioned entity.
