He always has to put himself first to make himself look like he is always winning. So he starts of with anything that looks better than the gist of what you really has to say.

Then he didn't write this speech or the one over the weekend so he's got to read the teleprompter. You can see how he move his shoulders back and forth when he reads. He look uncomfortable not shooting from the hip.
