Not really. There's no way a tropical storm has more destructive force than a Cat 4 hurricane. Look at what happened to New Orleans after Cat 3 Katrina.

I think the point is, it doesn't matter the category of the storm. It's the help that is needed.

Up to 20" of rain in an area the size of South Carolina, wow!! Some places may see 40 plus inches, that's incredible. Hopefully everyone that could leave did, and those that didn't, be well.

That wasn't emergency funds. They had already gotten that when the storm happened. It was aid relief filled with pork spending. It passed and they got to pretend they were taking a stand. If it were in any danger of not passing, I am sure they would have voted for the aid. Stupid, yes, but so is filling an aid package with a lot of pork.
