The real question is - do websites like city-data have a responsibility to monitor Russian trolls? Facebook finally seems to be facing up to some ethical responsibility for selling ad space to Russians. Perhaps other sites should too?

Definitely not. Forums like this and various other websites spring up with little to no investment sometimes, requiring some sort of intense and costly methods to try and route out people of ill will from foreign countries would be a huge barrier to entry for so many valuable and informative sites.
The government cant regulate away all forms of danger and problems, sometimes we just need to rely on people to use their brains, which itself is probably also another form of danger.
