They are using satellite phones for back-up communications.

Normally after a big disaster, satellite phone usage lasts about three to five days and then falls off as temporary cell towers mounted on trucks are brought in.
“That isn’t happening in Puerto Rico. We’ve had eight days of incredible spiking of usage — up 100 times over normal,” he said.
There are usually no more than ten Iridiumphones working in Puerto Rico. As of Friday, that number was around 2,000, he said.
Due to a lack of preparation from the Local Authorities ...... they didn't stage those Satellite Phones BEFORE the Hurricanes arrived. That's why when the entire Power Grid was destroyed (as they had to have known it would be) - they couldn't reach out to Towns/Villages to get any idea of damages.
Most of the reporters are union.they will be fired if they do a union job without it being clesred through the unions. I don't know , & said so, if this is a union situation. However, to legally drive a truck you have to have a commercial trucking license. Without that, they can't legally drive a truck & where are the cabs? I haven't seen one. Not a single one. In my opinion, you are desperately trying to throw blame on Puerto Ricans. They didn't ask to be hit twice in less than two weeks anymore than you asked to be hit once. I've been through a good number of category 2 hurricanes & was on the outer edge of Irma. If you don't understand that supplies are not released to just anyone you should.
Are you saying in Puerto Rico there are no CDL drivers with a class A,B,or C endorsement ? I am not dumb. Over three million and no CDL drivers? I had the eye of Irma over my area. I saw how to get things done!
