To apologize to them for his failure to turn over the prosperity of the United States to them, before someone who didn't want to do that got into office?

Your link says that he is travelling on Obama Foundation business and will be speaking at several summits.

I would imagine that if he is meeting with these leaders, they likely invited him to do so while he is in their respective countries.
Maybe the better question is: why do they want to meet with him?

Obama can't seem to give up his presidency. His candidate lost. The electorate rejected Clinton and gave the senate and house majorities to republicans...again.

I find the former president following the new president around the globe embarrassing for Obama and imagine Obama would have been irritated if GWB had done the same to him during his first term..

Apparently those world leaders seem to think there is SOME VALUE in meeting with Obama.
Probably because there was NO VALUE in meeting with Trump.
Trump is a buffoon - and everyone seems to know it except you guys (the only folks in the world more clueless than Trump himself).
