IMO, an audit will be a waste of money. there are so many secret projects the pentagon is involved with that even a president (any president) will never know about them. they're that secret.
This will be very interesting as well as dangerous since we are dealing with the corrupt military industrial complex. You know there will be trillions of missing dollars.

As others have noted, Congress passed it when Obama was president, and Obama signed it.
This was reported by all the usual news media at the time, it's not their fault you were taking a nap and missed it.

It costs tons of money. There are several of the big accounting firms on this.
Trillions of dollars have gone missing from the DOD since 2000. If they can figure out where only a billion of it went, it's makes god financial sense.
