Trump doesn't "think" anything. He is only interested in his brand, he is the Kardashian of politics. He will say things just to start turmoil, get what he views as approval and love, and avoid as many briefings or actual political work when he can. If it can't be done in a tweet or an EO, he has no interest in it. He wants legitimacy but only if it is obtained through a projected image and not work.
