Precedent had been set by discovery of the group of media journalists back in 2008 who advised that anyone who disagreed with or criticized Obama's policies should be charged with racism.
Why would anyone think a pattern of lost emails used as excuses by Obama administrators over several potential scandals during his 8 years was more than just a simple coincidence?

Past presidents have not attacked the permanent bureaucracy for reasons that are on full display now. A famous quote from Harry Truman when contemplating General Eisenhower winning the Presidential election: Truman said, “He’ll sit here, and he’ll say, ‘Do this! Do that!’ And nothing will happen. Trump is different. He's not a professional politician so he doesn't care what happens, how the bureaucracy reacts. To the Washington establishment, and I am no conspiracy theorist it's "go along to get along." That is why deals such as the Iran deal, the Paris climate accords and major domestic boondoggles are negotiated and enacted. So when Trump finds that some of these are not in the national interest, the bureaucracy isn't amused. Good film titles would be "The Empire Strikes Back" or "The Revenge of the Nerds."

Trump cutting funds to agencies, changing policy on Iran, Israel EPA, Interior and others is one thing, criticism of an investigative office that may lead back to his campaign or his family is quite another.
