Whenever police or a school administrator come in contact with persons that are violent, threaten violence, make suicidal threats, (commit similar behavior) police/school can fill out the form and send it to the state police to have the persons FOID(firearm ID) revoked.
The other 75 million gun owners should be left alone.

That's a good point. Can ask perp. Can ask family. If no cooperation then a search warrant would have to be signed.
In any case in an armed society you'll never be totally safe. So gun free zones are a joke.
And school administrators/police can have people under age never be allowed to get a gun if they meet the criteria for the clear and present danger procedure

Are you saying if "johnny murder" is mentally ill, has told others that he is going to shoot others or blow up a school...but when he is contacted by police and he says he has no guns (but there is suspicion/statements that he has several guns) the police should just say "ok we will take your word for it"?

At least back in the 1700s, majority of people would clearly recognize this is wrong and why! Its a shame so many are being duped so easily, England should have tried the same tactic, there never would have been a revolution!
