As a Norwegian, it came as quite a shock that Obama won. I think most blame Jagland, a former PM, exercised pressure to have Obama win and travel to and meet with Norwegian officials.
However, the Nobel Peace committee is only concerned about peace and they really did notice a whole new mentality in the world after Obama became president, and saw an oppertunity to achieve more, after Bush started a global war against sheep herders in Afghanistan.
They did not however realize how deeply the hatred of black men in the US, who drove the Republican Party to completely stonewall and morph into an extreme right wing party, hellbent on all sorts of conspiracy theories.
