This is another point about Mueller. Thus far the main haul seems to be indictment of 13 Russians who will never see the inside of an American court, since we don't have extradition w/ Russia. What a wasted effort! And zero outcry from the press.
The Russians, AND the 3 companies were indicted to make a point, and to give a real president the option of asking for them to be extradited. It puts Russia on notice that if they want to claim total innocence that the price might be handing them over. And since they would refuse, because the people listed were working for the Russian government eliminates the ability for Russia to claim complete innocence.
Additionally it may be possible that some of them were still here, and may have been arrested. We dont know at this point.
edit to add-In addition it allows any knowing conspirator to be charged. After all it takes more then 1 person to have a conspiracy, and the charges of the Russians specify that there are unindicted co-conspirators.

But perhaps the biggest part of your quote is "Thus far..." Meaning the dog might barely be wagging his tail so far, but give him time. The day ain't over.
Why is this? Because we still have, for all intents and purposes, a state-run media. And said media was anti-Starr, and is pro-Mueller.
The President has told us multiple times that all media EXCEPT Fox is "fake news." He's President, and in charge of running everything in the state, so if the media is all state run why isn't he doing a better job of running the state media so we don't get Fake news?

Then in October Mueller announced George Papadopoulos was indicted on reduced charges in exchange for pleading guilty and providing information. Manafort was also indicted.
After a short while nothing else happened, and the Trumpets here started laughing again, saying "That's it?!?" and there were no more indictments and the whole thing was a nothingburger. Then just two months later came two more indictments - Gates and Flynn, both of whom eventually pleaded guilty.
And yet another short while passed with no news, and the Trumpets here got all complacent again, screaming, "That's it?!?!" and there were no more indictments and the whole thing is a nothingburger. Then last month came 13 indictments against some Russians.
So once again we read here the Trumpets getting all giddy that nothing has happened for a while, which must mean Mueller has nothing on Trump or anyone else connected to him, and so the whole thing must be a nothingburger and a waste of time. I still remember the cost of the Ken Starr investigation from over 20 years ago: $40 million. It was repeated so endlessly by the media that it remains imprinted in my brain. Why aren't we being bombarded similarly regarding the cost of the Mueller investigation. Even a google search doesn't yield any hits more recent than Dec. 2017.
Why is this? Because we still have, for all intents and purposes, a state-run media. And said media was anti-Starr, and is pro-Mueller.
You forgot to mention the cost of Mueller's investigation that you came across back in December. I was curious, so I looked it up myself.
As of the end of December 2017, Mueller's team had spent $5 million in the first seven months of the investigation.
So, let's see, that's about $714,000 a month.
If Starr's investigation really did cost $40 million 20 years ago, Mueller is no where close to spending the same amount. And, Mueller has a LONG way to go until he reaches a comparable amount, especially if you adjust for 20 years of inflation.
Mueller's investigation looks like a bargain by comparison.

No, the Monica investigation was unrelated to the Whitewater investigation. The Monica investigation started as part of Paula Jones's harassment suit. Because of the Molinari amendment, the past sex life of someone accused of harassment is considered evidence in such a case. That was how Monica's blue dress became evidence in that case.
Mueller's investigation would cost a lot more if Ben Carson were decorating their offices!
