He did, and not sure I agree with him doing that, since Putin is a thug and cheat. But Putin has now upped the ante by attacking our democracy by meddling in our elections.
Personally, I don't think Putin was handled well by the Obama Administration. But it was better than this fawning fan-boy thing going on now. And things have changed. Certainly if the criticism is, "But Obama said congrats!", then we're saying that was a bad thing, right? Sooooo, Trump is still not on the right side of this...

Im still trying to understand how Conservatives cant understand that recently Russia has used nerve gas against citizens of a NATO ally, interfered in our elections, and has been invading neighboring countries recently just might make it a different time. A time where saying this against the advice of your staff might be foolish.
And this isnt our "media" saying this. This is our allies in NATO, our intelligence services, and all the people in the country they invaded!
