Get real man, congress will never do such a thing.

Everybody talks about who paying for the wall when nobody said anything when Obama gave a trillion dollars to his friends, that would of been plenty for the wall

Because Trump's "plans" won't make Mexico pay for the wall.

Item 1, tariffs on Mexican goods? That'll send a huge part of the US economy into a nosedive, and the owners of these businesses will stop sending checks to their Congressmen. Face it: The nature of the US-Mexico relationship is such, you can't extract money from Mexico without causing bigger issues for the US.

He fibbed. Just man up and deal.

Besides, Congress is pretty much done with Trump. They got their tax cuts, they got their omnibus pork bill, now they're looking for ways to get the Trump smell off themselves before they have to get reelected.

If Congress wanted the wall, they would have appropriated funds in the recent Spending Bill. They didn't want it so they didn't fund it. trump signed it. He could have vetoed or at the very least gotten a 2 week extension to the spending deadline and worked a bit harder to get what he wants. But he didn't.

This is not exactly a can-do Congress or a can-do President. They emit more hot air than greenhouse gases.

Eisenhower did change the name of the project to The National System of Interstate and Defense Highways for political motives - it would be easier to get buy in for "defense" during the cold war.
The Federal-Aid Highway Act of 1956, popularly known as the National Interstate and Defense Highways Act (Public Law 84-627), was enacted on June 29, 1956, when President Dwight D. Eisenhower signed the bill into law. With an original authorization of US$25 billion for the construction of 41,000 miles (66,000 km) of the Interstate Highway System supposedly over a 10-year period, it was the largest public works project in American history through that time.[1]

The addition of the term "defense" in the act's title was for two reasons: First, some of the original cost was diverted from defense funds. /snip

Eisenhower used those funds with Congress' specific approval. That's not what Trump is suggesting, is it?

I have no idea why you'd bring that up as an example, it does nothing to help Trump's case.

Trump's demand that our troops pay for his wasteful wall puts his baseness on full display.

He would deprive our warfighters of the life-saving equipment they need all to meet an unserious campaign promise designed to fuel and exploit public fear for his own benefit.

Get real yourself. His plan should go into effect with or without the wall in question because it would save us a lot of money aside from building the wall.
