In the interest of fighting ignorance, the laws regarding non-citizens and firearms can generously be described as "unclear". Much depends on the state, and some of the statutes are seriously sloppily written and never tested in court. A student visa would not suffice in the state where I happen to reside, for instance - I am not even going to guess about PA.

And something is very suspicious about this. One can not buy a lower receiver for the AR or AK, or a frame for the handgun without going thru an FFL. Regardless of purchasing it in person or online. Not to mention , he isn't a US citizen. I have an AR lower on order currently. I ordered it from the company, and it is getting shipped to the closest FFL. Then, even though I have a current CPL, I still have to fill out a 4473 and they call me into the NICS background check system.


He could have purchased an 80% lower for the AR, which requires a some machine work to complete. As far as the AK and the handgun... I don't think there are legal options like that available.


Someone broke the law selling him the lowers and or frame. This is not the legal norm.

It's called a ghost gun. So named because it isn't required to have a serial number, nor is the owner required to register it. It is practically untraceable.

I know you can buy parts for guns online and from catalogs but buying the receiver is a different story because that is the actual part of the gun that makes a gun work. Stocks, grips, barrels are one thing but it is the receiver that makes it a functioning gun.
Another thing is the bullets. In my state of MA. you have to possess a firearms ID or a hand gun permit to purchase bullets.

I do think MA. is strict when it comes to guns but the laws do work.

An exchange student should not have been able to buy guns or bullets.


I wonder what his motive was to want to murder innocent people.
We need to understand the motives of these would be killers if we are going to stop the madness.

For now the way to stop the carnage is if you see something say something AND the authorities need to take the threat seriously enough to do something.

I did wonder about that... I know firearms fairly well, but the details of ordering and whatnot in the US, not so much.

You can buy an 80% receiver, and complete it using a drill press or other tools. The companies that sell the ghost guns also sell the tools in which to complete the receiver. As long as the receiver is not complete, and therefore considered "non-working" it can be sold and obtained without a serial number or registration.

That does sound a bit - loophole-y. Admittedly, having to use a drill press takes a good part of the general public out of equation.

It does. I'm not sure how much skill it takes to complete a receiver.

He could purchase the parts legally in any store. I've been telling you all about this for years. This blows holes in any back ground check.
