Drug addiction and alcoholism is not a political issue, it's an issue that affects everyone either directly or indirectly. The real question is what, if anything, can be done to salvage these people from a life of addiction? For the city's part, they should be able to manage this situation to minimize the risk to the populace at large and that seems to be where SF is falling down.
What a sad situation and the government's social engineering puts it on full display for all to see. Tourists, kids going to school, moms taking kids to daycare, people just trying to go to work, etc.
Same thing here in L.A. Before it was contained to certain areas but the dam busted on that awhile ago. It's so much worse in just the last 5 years and it's still going downhill.
Maybe 10 yrs ago, but definitely not today, ANY doctor giving out 'too many' opioids will be targeted and shut down by the DEA.
BTW, if these powerful pharma companies were making so much money off opioid drugs, why did they just sit down and let Govt regulate their cash cow to death? You believe the pharma industry was OK with giving up all those profits? LOL
It has only been a few years ago. The DEA has only started to crack down in the last couple of years.

Overdoes and opioid related deaths were much lower in the days before DEA cracked down on doctors and pill mill offices, all those former pill addicts are now heroin addicts, thats why OD and deaths continue to skyrocket every single year. It was safer for addicts to abuse opioid pills, versus street heroin, which could have anything laced in to add weight.
This was all planned out long ago imo, the drug cartels were sick of seeing US addicts getting their fix thru legitimate sources, so they pressured DEA into cracking down on the competition, if you look at everything the DEA has been involved in, ultimately it ALL benefits the drug cartels. Another thing, when is the last time you heard of anyone going after the source of all these drugs (cartels)? LOL Gee, I wonder why they do not!!
If you really look at whats happening here, its fairly easy to recognize whats going on.
