That is the title of the latest report from amnesty international. I saw a news title by VOA "Counter-IS Coalition Slams Amnesty Report on Raqqa" and it made me want to read the 70 page report.
Before I share the interesting info, I'll add some basic info from wikipedia so everyone is up to date with the issue.
The last battle of raqqa was fought between 6 June – 17 October 2017. Isis had taken control of the city. They were driven out by the coalition of the u.s., the uk, france, and the sdf (finance by the countries just mentioned). Isis finances itself through their illegal business, but there are many accusation of being supported by saudi arabia and qatar (this came out with hilary clinton's emails), turkey and syria (this doesn't make sense), and without fail the u.s. has been accused by Rand Paul for indirectly supporting isis by arming their allies.
To the report:
IS’s disregard for the most basic rules of international humanitarian law was flagrant. It trapped civilians in their neighbourhoods and used them as cover for military operations. IS entered residents’ homes by force and used them to conceal their movements and as firing positions against SDF lines. IS dress code, imposed on civilians and IS fighters alike, made it even more difficult for SDF and Coalition forces to distinguish between them.
Furthermore, civilians who were trapped in Haratal-Badu until the end told Amnesty International that IS fighters were evacuated before the civilians. Jamila, a mother of two, said: “When we heard that there was a truce and we would be allowed to leave Raqqa, we thought this was for us, the civilians, but then when the buses came we realised they were for Daesh (ISIS).
“In five months they fired 30,000 artillery rounds on ISIS targets...They fired more rounds in five months in Raqqa, Syria, than any other Marine artillery battalion, or any Marine or Army battalion, since the Vietnam War.
The wholesale destruction wrought upon every almost street in Raqqa as a result of artillery and airstrikes stands in stark contrast to Coalition claims about precision strikes.124 UN experts, Amnesty International’s researchers who conducted the investigation, and seasoned war correspondents found the level of destruction in Raqqa worse than anything previously witnessed in other wars.
The cases presented in this report, based on the findings and analysis of Amnesty International, raise a very strong possibility that civilians were killed and injured (and civilian objects were destroyed or damaged) in violation of international humanitarian law.
More wikipedia info:
80% to 90% of the city was destroyed.
Out of an estimate of 3000-5000 isis fighter about 1300 were killed. 1300 -1800 civilians killed.
My conclusion:
The u.s. with a few others helping, completely destroyed a city in order to kill 1300 terrorists, killing even more civilians as collateral damage, and at the end they provide buses so the remaining terrorists can go on their way. All the while doing it in a country where they are not welcomed. There's more than meets the eye. Do you know what it is?
You see bombs cost zero US lives... if the liberals weren't so histrionic with any US casualties, it could probably have been done with far less civilian casualty... but then liberals care more about a "cause" than reality...

If conservatives weren't so uncaring about US casualties we'd get involved in fewer asinine wars of choice.

Oh, bombs are "liberal" now.
I have a toothache, that tooth is "liberal". I stubbed my toe, that chair leg is "liberal".
IMO, the movie 'Wag the dog' was extremely accurate at depicting what 'war' is really about, its the dumb little peasants like us, that keep believing every word our leaders tell us, like about why we are going to war, why its necessary, etc.
I think its important to consider this...(about war in general)...
The 'war' on terrorism can only be justified when there IS terrorism happening.
The 'war' on drugs can only be justified when there is a significant drug problem.
If we didnt have a consistent steady flow of drugs or terrorism coming in, there can be justification to wage the war.

Looking at the Iraq invasion/occupation it would seem the only thing needed to justify the US initiating a war is a well publicized suspicion.
