ICE has only been around since 2003. Did we have open borders under Bush and Reagan?

They need to raise the bar for applicants. ICE agents are people who washed out of, or did not qualify for, real law enforcement agencies. I owned a home in AZ near a large Border Station and crossing. ICE and BP officers were my neighbors. They were overwhelmingly brutish and of minimal intelligence.
