And none of which actually involved Trump or his campaign. All the indictments that have been obtained are for mere process crimes allegedly committed by persons who have only the most tenuous of connections to Trump or his campaign, or for alleged crimes that may have taken place years prior to any association with the Trump campaign.
And further...one of the indicted parties in the Russia group absolutely humiliated the Special Counsel by actually showing up in court and moving to commence the discovery process.
"We're here, just like you asked. Let's get it on, Big Bob," said Concord Management and Consulting.
Big Bob Mueller: "Uh...we're not ready yet. In fact, we may never be ready for trial at all. You see, to be honest...we never thought we'd see any of you guys in court. We were just issuing these indictments for public consumption."
That's quite the investigative bloodhound you have there. And a real smooth courtroom operator, too. Goes out looking for Russian collusion, and finds absolutely no Russians who can actually be directly connected to the Trump campaign. (It's amazing how this Russian collusion story has such a dire shortage of Russians in it.) Anyway, Mueller somehow manages to find some Russians who bought a couple of Facebook ads and indicts them, thereby signaling that he, the Special Counsel, has sufficient evidence to proceed to trial. Big Bob says he's good to go.
Then one of indicted parties, Concord Management and Consulting, shows up in court and slaps Mueller silly by announcing they're ready to proceed. Mueller then has to admit that he, the prosecutor, who has already said, by issuing his indictment, that he's ready to go to trial, is in fact not ready to go to trial at all, and is forced to ask for a continuance. This slovenly effort doesn't even qualify as a instance of "the dog ate my homework." Rather, it was an admission by Mueller that he hadn't done his homework at all, and further, that the taxpayers had thus far spent $17 million for the ostensible purpose of watching their Special Counsel get his ears boxed by one of the targets of his investigation.
Yeah...that Big Bob Mueller...he's a real heavyweight, alright. He just needs to learn how to emerge from his corner when the bell sounds.

Cohen comes under CFR 600.4. A lot of Cohen's involvement will be on the state level, meaning he cannot escape indictments without Mueller's assistance. That is why he handed it off.
If anything is found in the documents seized that points to a Russia conncection, Mueller wil be notified.

There are any number of reasons for sending Cohen's case to SDNY -- Trump can only pardon at the federal level. If Mueller is fired, it doesn't derail Cohen's case. ...
In any case, prison is prison. Whether it is at a state or federal penitentiary, it will figure into Cohen's decision on whether to cooperate.
All signs are that Cohen is working out a deal.
