As far as I am concerned, that is not true. Tax revenue is only one selling point.

The real selling point for legalization is the great reduction in harm to the people who live in this country. This includes but is not limited to:

Careers that are ruined for no reason
Kids ripped from their loving home for no reason
People financially ruined by improper and corrupt asset forfeitures
Increased availability of jail and prison cells for real criminals
Reduction in the clogging of our court system
Peace officers that are no longer being killed or put in harm's way to fight a plant

As you can see, when you add people to the equation, tax revenues takes a back seat and are only a fringe benefit of legalization.
