He will not pardon Cohen. He will pardon Manafort and it will be further proof that Trump has no respect for the rule of US law in that he thinks he and his associates are above it.

And I honestly believe that the American public will view a Manafort pardon very negatively.
President Trump isn't implicated in any way in either of these cases that would require that he "pardon himself," if that is even possible (which I doubt). Neither of these two cases implicate the President is connected in any way. They have nothing to do with "Russian collusion" either.
It's hard to guess but I absolutely think that he would pardon them if he thought it would help him in one way or another. The other big motivator for Trump is vengeance; it's certainly possible that he would do it just out of spite, the consequences be damned. So I think I'd lean toward yes.
I don't like the idea of sending someone to prison for tax fraud. Confiscate his assets until you recuperate the money but don't lock someone up.
