Actually this deal is with Federal Prosecutors, but it does have implications for the Manafort and the Mueller investigations.
The Donald's number of friends is getting smaller, and people VERY close to him who know everything about him have now turned, or are about to turn (assumes Manafort is guilty on all, or nearly all, charges) states evidence.
Donald had a chance to tell the truth, but he chose to lie. That was a poor decision, it seems.

No surprise. Give him a plea deal to lie about something President Trump said or did and he gets off. As usual the REAL CRIMINAL in this case Cohen gets let of just so the deep state can attempt AGAIN to overturn the election results...go ahead and try....its a good thing the country is so divided...
