So WHY did you leave all that out? Doesn't suit your political agenda? It's part of the very same press release by the very same FBI director. It's ALL Comey's opinion on the case. You just want to cherry pick it. Sorry, but doesn't work that way.
Aside from that, the FBI and the Justice Department could still today charge Hillary - but the heads of both have simply stood by Comey's assessment - likely because it's a weak case against Hillary and in fact doesn't show illegal intent etc (as Comey mentioned). If you disagree with that assessment, tell us where YOU got YOUR law degree. Until then you are just some ignorant poster on the internet - same as everyone else here. You are certainly entitled to your opinion of course, it's just not worth anything.
