The FBI began by checking the claims papadopoulis made in London, to more than one person, in which he claimed that they had access to DNC emails with Russian help.
It seems that the man had no idea what he was bragging about would be illegal in almost any country, which is why the FBI received multiple reports about it.
That is a Federal crime, and that launched the investigation.

The national security apparatus (I forget which agency) during routine monitoring of Russian government communications into this country (they also monitor us) repeatedly encountered US citizen members of the Trump campaign in touch with the Russian embassy and other entities.
There was even an attempt to open a 'back channel', which means they began to see the need for a more secure method of communication.
Trump moved Lewandowski aside (and he 'happily' obliged), and put in Paul Manafort and Rick gates. Both well known for their work in advocacy for pro-Russian politicians in Ukraine. This looks for all the world like Trump wanted an old hand to help coordinate the Trump election campaign with Russia.
