Isn't that how he is referred to in actual legal documents???

You are not suggesting, I hope, that Mr. Cohen was speaking about someone else paying off the women?

Calling him Individual 1 is giving him a lot of benefit of the doubt....we could just say it was Trump in those court filings but we're letting the investigation play out.
