That's the wrinkle. It's not, at least so far. Earlier we've talked about the irrigation networks and other uses made of that property. The government is not about to go into the cow business. More important, the Federal government is not about to take the Rio Grande away from Texas.
The current fencing along the Rio Grande left gaps for property owners to access their property. Already, there are hundreds of gates installed with hundreds more (about 900 ?). And that on the current fencing. The gates have key pads. For road access they are left open for about 5 minutes after the home owner drives away.
That's the flaw in the current fence design and why an upgraded wall is needed. You're looking at how things are not how they will be. If how things are were adequate we wouldn't be having this discussion. Show me some pics of these access gates in the new design (they are not as common in current design as you suggest). The primary reason many border landowners oppose the wall is these loopholes are closed.
There are ways of controlling proprty without taking ownership of it. It's called "easements" and is used in populated areas everywhere.

While doing a fair amount of driving by myself yesterday, I happened upon an interview on the radio with the Mayor of El Paso. After listening to most of it, I couldn't help but marvel at how free Trump is to spread false propaganda and how willing Trump supporters are to accept all of it seemingly without question.
"El Paso, Texas, Mayor Dee Margo (R) said Saturday that he would "absolutely" correct President Trump if he repeats a false line about crime in the border city during a campaign rally."

You and tRump can play whatever word games you need to soothe your egos, but it's #2 that's being built. An extension of the long existing barrier approved back in 2006 with lots of Dem support.

Of course they wanted to. They couldn't operate their business with impunity in the US. We have the rule of law. In Juarez they own the law. They have hundreds (if not thousands) of operatives in the the states but the leaders don't want to come here. They end up like El Chapo when they do.
The ignorance of people in other parts of the country (I live 40 miles from EP and Juarez and grew up spending plenty of time in both cities) is just appalling. No offense.
