From what I can tell, Democrats are able to multi-task.
If they can get the information they are seeking, there may be no need to start impeachment proceedings.
It may be that that once they take a look at the financial records, have access to the complete Special Counsel report, and interview Mueller and others, they may have all the information they need to determine if impeachment is called for or not.
But without that information, how can they make that determination?

I think one problem is that they may not be able to justify the subpoena for the unredacted report without opening an impeachment hearing.
