Mueller's entire report certainly can be released to the Congress.

There's certainly precedence for this, i.e. the Starr Report etc., and their security clearances are every bit as valid is Kushner's, etc.

Can you release that letter? I'd like to see it. And last I checked the AG is a member of the executive branch that serves at the President's pleasure. Ditto the head of the FBI.

June 8, 2018, Barr wrote a 19 page memo to the DOJ.

The last I checked, both the AG and the head of the FBI worked for the American people who, incidentally, also pay their salaries. Trump has his own attorneys to cover for him.

Which is so strange as before Mueller issued his report Trump was fine with it being released. Said as much on several occasions.
