President Trump WAS exonerated of collusion. NONE FOUND. It is the AG who exonerates him from obstruction. So Mueller isn't the one to exonerate him from obstruction. AG does. Occam's Razor tells you that there is information in the Mueller report that would be very bad for Trump if the public found out. If he was totally and completely exonerated in the report, Trump would have ordered White House staff to mail a copy to every registered voter. GOP efforts to block the release and allow redaction by the White House tells you everything you need to know.
It would be a crime for Trump to order that.
