They have always counted, this has nothing to do with liberals “wanting them to”. The attempted change here is from conservatives seeking to undercount them since cons don’t feel they should count.

I don't have an opinion on the citizenship question but it does appear that on 2020 form I will be able to list my ethnicity under race which I like since I don't identify by race but by ethnicity.
