He and others like him know such schemes will come to nothing. This is designed entirely to appeal to low-information, easily fooled people, who lack critical thinking skills and con them into turning out to vote.
NYC is fast becoming a 3rd world slum. And they want to tell the rest of America how to live? Forget that. NYC needs to fix it's damn infrastructure, but they can't. The city is paper rich, saved only by the bubble blown by the last president who had no viable long term vision or plan either.
